Small Schools Study

Committee

Small Schools Study Committee members represented a broad cross-section of groups, and school sizes, including PSD staff (teachers, classified staff, principals and district administrators across feeder systems), parents (of elementary and secondary students), and community members.  District staff served as resource persons on committees.  The committee was co-chaired by Assistant Superintendents Kevin Hahn, Ph.D. and Manny Ortega. 

Small Schools Study final report was released on May 21, 2008.

Objectives

  • Analyze different size schools for program offerings, scheduling implications, and cost ramifications.
  • Determine consistencies and what essential classes can be offered through the analysis of prototypical models.
  • Recommend cost implications to affect 2008-09 Student-Based Budgeting (SBB), the funding formula that allocates funds to schools each year.
  • Identify school sizes at which closure may be considered.

June and Aug. 2007: Initial meetings with committee to clarify objectives, roles of committee members, present background information on SBB, and hear about the work of the Augenblick, Palaich, & Associates (APA) consultants.  The APA consultants will serve in an advisory capacity with the committee and PSD staff on small schools SBB adjustment formulas, and to assist in determining criteria at which the closure of a school might be considered, based on programming and cost analysis.

Aug. – Sept. 2007: Committee reviews current research on what resources are important to have in effective schools.  APA shares information from current adequacy studies, utilizing evidence-based approach to adequacy, expenditure data for a number of different school characteristics, and other information gathered from studies. 

Sept. – Oct. 2007: Committee and APA plan and organize professional panels of teachers and principals to assist with cost and programmatic analysis based on school size.

Dec. 2007: Committee makes a recommendation to the SBB Committee regarding funding factors for SBB for the 2008-09 school year. 

Jan. 2008: SBB Committee revises the size factor for the 2008-09 funding allocation to schools.

Jan. – Feb. 2008: Committee identifies school sizes at which closure may be considered, based on need to provide students with an adequate education.

March  2008: Committee finalizes its work and develops a report to present to Superintendent on school size consideration.

• Following a yearlong study and in-depth discussion with principals, PSD adopted a new budget allocation system called Student-Based Budgeting (SBB), a more equitable, transparent, flexible, student-centered model.

• Through SBB, each school’s allocation includes funds based on projected enrollment for fall 2007: a per pupil base amount and additional per pupil funds for weighted student need factors such as at-risk, English Language Learners, grades K-3, gifted/talented, geographic location, and school size.

• The Small School Committee will make a recommendation to the SBB Committee regarding the school size and possibly other funding factors.  This will assist the SBB Committee in continuing to fine-tune the SBB process.

• Committees concluded this portion of work by Dec. 2007, which allows the SBB formulas to be allocated to schools by January or February 2008.

To fully understand the charge of this committee, it’s important to understand the principles of student-based budgeting (SBB). Simply put, SBB allocates funds to schools based on their student demographic. Each student receives a base-funding amount. Additional funds are allocated based on school size and individual student characteristics (gifted & talented, English Language Learners, at-risk, or both ELL and at-risk).
